Health In All Policies
Liverpool City Council Liverpool’s Health In All Policies strategy integrates health into urban planning, promoting equity, sustainable development, and improved well-being.


Marmot principles:

- Ensure a healthy standard of living for everyone
- Develop and sustain healthy communities and environments
- Strengthen the role and impact of Ill Health Prevention

Liverpool City Council’s Health in All Policies (HiAP) approach is helping make the
city healthier and fairer for everyone. It aims to address the building blocks of
health, including providing stable jobs, social connections, good-quality homes
and neighbourhoods with green space and clean air.
One of the ways it does this is by including health in all areas of planning, like
housing and large projects such as those in Festival Gardens, Anfield, and
Everton. Working with public health and planning teams, the Council is ensuring
that fairness is thought of from the beginning of the planning process. They are
creating a Health Impact Assessment (HIA) to include the Marmot principles in
planning. They’re also working alongside the Local Government Association and
Town & Country Planners Association to make sure health is part of policy
development. A housing design guide is being made to promote healthy homes
and well-being in future developments.
Liverpool is committed to becoming a ‘Marmot City’ by following Sir Michael
Marmot’s health equity principles. The city has already been recognised with an
award for ‘Healthy City Planning and Design,’ showing its commitment to
improving quality of life for residents.
